What is a Level 3 Qualification and Who is it For?

The Regulated Qualifications Framework (RQF) is the system used in England to recognise and classify qualifications according to their size and level of complexity. Qualifications range from Entry Level through to Level 8 (doctoral level). Level 3 sits in the middle of this range and is broadly equivalent to A Level standard — making it a significant and widely recognised level of professional achievement.

Level 3 qualifications are designed for individuals who want to develop deeper knowledge and skills in a specific subject area, take on supervisory or specialist responsibilities, or demonstrate competence to employers and professional bodies. Apex Awards UK Launches 14 Qualifications for 2026

We are delighted to announce the full suite of Apex Awards UK qualifications for 2026, comprising 14 programmes across five subject areas: Business & Management, Employability & Professional Skills, Education & Training, Health & Safety, and Safeguarding. The qualifications span Levels 2 to 5 of the Regulated Qualifications Framework, with a combined offering of between 6 and 120 credits depending on the programme.

The suite has been designed in response to feedback from training providers, employers and learners who identified a need for flexible, portfolio-based qualifications that could be achieved alongside full-time employment. All 14 qualifications are assessed through a Portfolio of Evidence — eliminating the barriers associated with written examinations while maintaining rigorous standards of assessment. Each qualification includes full specification documentation, assessor guidance and IQA resources available to all approved centres.

Training providers interested in delivering any of these qualifications should submit a centre approval enquiry through the For Centres page. How to Choose the Right Certification Body for Your Training Centre

For training providers considering which awarding body to work with, the decision carries real implications for learner outcomes, operational efficiency and reputational credibility. A good awarding body partnership should feel like exactly that — a partnership, not a transactional arrangement. Here are the key factors training providers should evaluate when assessing an awarding body.

First, consider the qualification portfolio. Does the awarding body offer qualifications that genuinely align with the needs of your learner cohort and the sectors you serve? A body with a focused, well-designed portfolio will generally serve your learners better than one offering hundreds of broadly generic units. Second, assess the level of centre support on offer. The best awarding bodies provide a named point of contact, comprehensive resource libraries, quality assurance guidance and regular scheduled reviews — not simply a list of unit specifications and a fee schedule. Third, examine the quality assurance processes. A credible awarding body will have clearly documented IQA and EQA procedures and will be transparent about their quality standards and centre monitoring arrangements.
